Qpeg Command Line Based Image Conversion and JPG compression

Using Windows Image Acquisition Library this project converts most types of images to jpg, bmp, gif, png, tif Image files from the command line. -i input -q quality -t target -o overwrite. The project has been updated to account for white spaces in the source and target paths.
