Interpolation Antialisa Bicubic Resizing Algorithm
Produces close to the same effect LoadImage(..)API, which was resizing an Image to a greater height/width, and antialising it!
Assumes
I don't explain things very well.
Oh, and I don't spell correctly most times!
Code Returns
Returns a new antialised Image!
