dbase III module

Allows the user to directly manipulate the contents of a dbase III compatible file.

Assumes
Not for voting... Most of the code is based on other authors (Erik Olsen/PowerBASIC and Ethan Winer/QuickBasic). I just tweaked the codes to make it work within VB and to streamline it a bit. Just wanted to share some code for those who need the ability to access old dbase files.
